First try cleaning your disc to eliminate skips or freezing. There are a number of products that can be purchased locally for this specific purpose. If you are unable to make your disc playable or there are obvious scratches and marks to the bottom of the disc you need to have your disc resurfaced.

Does a perfectly resurfaced disc guarantee it will play?

No. There can be a number of reasons other than a scratch on the play-side that is preventing your disc from playing. Your data foil may have top damage, a manufacturer defect, or some other anomaly.
